Sir,

GOVERNMENT HOUSE,
HONGKONG, 12th. March, 1912.
34438
With reference to paragraph 4 of my Despatch
No. 342 of the 28th. September, 1911, in which you expressed do general concurrence in your Despatch No. 347 of the 24th. November,
1911, I have the honour to state that upon reconsideration it appears to me that this rule should read as follows:-
"An officer entitled to duty pay will, when perform- -ing in addition to his own duties the duties of another officer so entitled, have no claim to draw any portion of the duty pay of that officer, but an allowance of all or a portion of the duty pay may be made as an act of grace during the full
pay leave of the officer for whom he acts."
2.
The effect of this will be that while one such
officer is on full pay leave and there is therefore no lapsing half
pay for the acting officer, all or a part of the absent officer's
duty pay will be given to his locum tenens. When, however, lapsing half pay becomes available the acting officer will cease to draw
any portion of the duty pay and will receive instead the half pay
of the officer for whom he is acting.
I have the honour to be, sir.
Your most obedient, humble servant,
Mang
